May 13, 2006 -- Ocean City, MD: MARYLAND'S LEGISLATOR OF THE YEAR, State Delegate Mary-Dulany James was named Maryland's Legislator of the Year at the Department's annual convention at Ocean City, Md. James was cited for her successful sponsorship of legislation setting up criminal penalties for disturbing military funerals. James who represents Harford and Cecil Counties in the Maryland House of Delegates is shown receiving the award from outgoing State Commandant Gerard F. Devlin and Harford County Detachment Commandant Raymond F. Ayres. The honoree is also the great niece of the late Lt. General Julian C. Smith who commanded the 2nd Marine Division at Tarawa.
